You should apply for all the well-known colleges of Pune and Mumbai. To be frank, it would be difficult for him to get CS in VIT Pune. Because cut offs of open category go very high. You might get it then. It also depends on the Branch of interest. Computer would be difficult, but you can think of ELEX/E&TC.

In my opinion, College Predictor is designed in such a way that, it will give correct results mostly. But it is nothing but a simulator, so actual results might vary sometimes.
