<p>No, one cannot apply to Free University of Berlin without the APS certificate. It is mandatory for Indian students to have their APS certificate, it is a part of the entry requirement. It is to certify the authenticity of academic credentials, basically it is an academic background check. It is issued by German Embassy.</p>

<p>Yes, there are application fee relying on the course level for International students while applying for FU Berlin University.
