GATE scores are accepted by German institutions. Your academics are good but a higher percentage in B.Tech would somehow have been better. None the less, apply. Take the IELTS too. Besides the GATE score and your B.Tech percentage, universities will also check your internship quality, projects, research, patents if any, publications etc. It's a highly competitive process in Germany. This depends upon from where you did the M.Sc. like if you did it from IITs fees is in between 2lakh to 3 lakh(including hostel and mess) total for 2 years. While in normal degree colleges like government college it is very less but there you have to find room and mess .
