Germany is a hub of science and technology so you can definitely think of pursuing Masters from there. Also, It will give you a great exposure in research. Just be careful in choosing the universities as it must be recognised in India if you later plan to work in the govt. sector specially.

ADMISSION GUIDELINES:
Candidates are selected on the basis of rank and marks scored in the TANCET exam. The TANCET, conducted by Anna University on behalf of Tamil Nadu government, is conducted annually for admissions in PG courses. No, there is no any such type of criteria. You have to appear in entrance.
You may refer some other private universities for open councelling,in open councelling you take direct admission on the basis of your eligibility.

IIT JAM is the entrance exam for IITs and IIScs.There are other universities which also conduct there own entrance exam such as DU, JNU, etc. IISER also conducts there own entrance exam.

Yes, there are certain private colleges which offer M.Sc without PUOCET. And also, you should check DAV College, call them and ask what are their criteria for admission, because if seats are left, they will get you admitted.

Colleges affiliated to Mumbai university are mainly giving admission as per the marks or grade/CGPA. So in Mumbai Maharashtra, you are not needed to pursue any entrance test for M.Sc. Zoology because university marks are considered.
