<p>Yes, a candidate can apply for admission at Directorate of Distance and Continuing Education, Utkal University, if Class 12 result is pending. The institute may offer them provisional admission in this case. However, the candidate must submit the marksheet and certificate of Class 12 once the results are declared. Only then the admission will be confirmed.</p>

Once you complete your B.Tech you should be eligible for studying MS abroad. The basic pre-requisite for an MS abroad is minimum 15 years of formal education, and in some cases, 16 years of education. You may have to appear for the GRE and appear for a few language proficiency tests, like IELTS and TOEFL, if required. Eligibility for the said course is B.Sc. (Computer Science, IT, Mathematics, Physics, Statistics) / BCS / B.E. (Computer Science / IT) degree.
Admission to the said course will be made on purely merit basis. (Percentage of aggregate marks/grade secured at the qualifying examination). There is no CET for the admission.
