It's okay if somehow you were unable to appear in CAT/MAT exams but still, if you want to take admission directly there are some universities as:
Sikkim Manipal University
Amity University
Else, you can also opt for distance learning course from any good universities as:
Symbiosis
or any other recognized one.
As you said that you have not appeared in MAT and CAT, you are not eligible for taking admission in MBA from a good institution.
Apart from these, if you want to do MBA without sitting in CAT or MAT then you can also give the state entrance exam like MH-CET, TANCET, PGCET, UPSEE, etc.

For abroad, you need to take GMAT and TOEFL/ IELTS and though most of the universities do require work experience but you can try for those which take applicants w/o experience. First select which country you wish to apply for.

Hi,
Couple of EMBA programs can waive it off depending on the candidate’s qualifications and work experience. Applicants with more than 10 years’ work experience can have a waiver. Check ISB PGPMAX, Duke Fuqua EMBA, Cornell EMBA, NYU EMBA, NUS UCLA Asian EMBA. Many blended and online EMBA programs can also be considered.

Yes, it is advantageous to have work experience especially if you want to do MBA from IIM and abroad but it is not mandatory. I suggest that first, you finish your engineering with good percentage and then prepare for CAT for minimum 6 months and try to get 90 percentile or above. Then, apply and get admission in top B-school to pursue MBA in your chosen specialization.

Yes, you can pursue MBA. The fee structure depends on the college reputation, infrastructure and facilities. I think that the top-most colleges charge around 50k for a year.

A Head Full Of Dreams!,

If you want to take admission in good colleges, you must have to give exams like CAT, CMAT, MAT, etc.
SIBM Pune is Pune's best college.
It has its own entrance exam which is SNAP.
But, this year, there is no chance.
All MBA exams start from OCTOBER 2017
So, keep aware of all the exams, prepare well.
Best of luck.
