Preparing for UPSC CSE 2021,

How can one answer this question? No one can answer this question. Data is not given like that. You can only know the last year's cut-off, percentage qualified in each state, general rank or category rank. This type of data is not given by JEE or CBSE. So, don't believe if anyone answers this question. Cut-off will be near to the last year for your home state.

Helping others is my habit.,

The very first NIT you will be allotted just choose that only. Since the first NIT means the cutoff for that NIT is high that means the it's reputation is more that's why the cutoff is high. Other college you will get will have lower cutoff which means lower reputation or they might be new ones.

Which state do you belong to? You need minimum 75% in class 12th to be eligible for JEE Mains counselling, and if you don't have minimum 75% marks in class 12th, then you need to be in the top 20 percentile of your state board.
