The institute doesn't post any absolute few structure in their official website also they just posted it's around 25000 like that may be it will be 50000-65000 for 2years and external expenses like hostel as 4000-7000

I think this question has been asked umpteenth time and various people have answered it in different viewpoints also. Do Master's degree in the University you like. Rather than looking into future way ahead of it. I don't say you shouldn't look into it. But taking people's opinion as the sole truth is never good either. As a minimum criterion of eligibility, aspiring candidates need to have completed graduation in Science (B.Sc) stream from a recognized university with Physics, Chemistry and Biology as main subjects, and with a minimum aggregate score of 45%. I think you can apply for the same but just confirm from the college authorities about the same before applying because you have completed B.Sc in Botany which is also comes under Biology.

You can absolutely apply. Applicants must have a degree of B.Sc. Chemistry ones for B.Sc. Chemistry as one of the main subjects with at least 50%. Few colleges conduct an entrance exam before admissions.
