If you are interested in doing MS in USA, you must apply in US Universities for admission in MS. In order to mitigate visa risks, you may evaluate applying for MS in other foreign universities also. Germany can be a good option. Germany will give you an equal opportunity and also have good cultural climate which supports ethnic and religious diversity.

It is possible to do MS in Germany within your budget if you are ready to work part-time while studying. Fee in German Universities is very nominal. German government allows students to work part-time 20 hours per week to earn sufficient money to pay for fee and living expenses.
