Current Student- DTU, Delhi,

Sorry but your rank is too high in JEE Mains paper-2
because 300+ marks are usually considered for admission in B.Arch in NITs.
No chance is there for you to get into NIT, IIIT or any other Govt. college if you are a general category candidate.
So, you should better try for a private college/university.

No, it offers admission to other students as well. But, it depends upon students 10+2 percentage and JEE rank. For a few details:

The cut-off marks as you know vary from caste to caste. Your marks are a very safe zone for backward caste like OBC or SC/ST but if you are a general category student then you might get into trouble to make it into good colleges. If you are a backward caste student, you can easily get Jamia Islamia University or so. You can even check for NITs based on their cut-off last year.

Since the number of seats are very less for architecture and same are your marks, It'll be not possible to get into it. Although, I would suggest you to give MHTCET and other state exams (COMEDK) as there are lots of colleges of architecture in Mumbai and Karnataka. Also, you can try for big private universities. Best of luck.

I cannot comment about SPA or IITs, but NIT admissions are solely based on your JEE Mains paper. Only your AIR in Mains are considered not of JEE advanced.
PS: I am assuming that the Paper 2 specified in your question implies JEE advanced paper 2.
