I would not recommend you to take another year drop just to get a good college there are so many opportunities that awaits you in your near future and dropping again won't help that getting into NITs or IITs are not the only way to success you may have not done good at this stage but pull yourself up get into graduation there are new ways you can redeem yourself by doing well in future, if you study well in your graduation there are many you can always get into IITs and NITs through GATE or IIT JAM so carry yourself forward and get into a college and make a new start.

You may get a place only if there arises a vacancy in any of the NLUs. Also, you might find a place in waiting lists.
You can try for the counseling for sure, although your rank is more. No need to worry there are many private institutes that offer BSc in Agriculture with good placements offers. As I am from Punjab I can tell Chandigarh University offers BSc in Agriculture and have full furnished Department with reputed faculty. They have a foreign exchange program also.

Yes, you'll be eligible for applying in NEET 2019. Other eligibility regrading age are:

With these marks in JEE Mains (assuming these are Paper 1 marks), you'll get good NITs with core branches.
You should try for Rourkela CSE, Jamshedpur or Durgapur CSE.
If not, then core in VNIT or NIT Jaipur. Also, MANIT Bhopal also has good CSE placements.
