In order to become eligible for M.Sc. Biochemistry, the candidate should have Bachelors degree with minimum 50% marks aggregate in Chemistry, Biochemistry, Botany, Zoology, Microbiology and other Life Sciences subjects. Yes, you can apply but it is going to be competitive. If you can show some research work like publications, papers, excellent innovative projects, certifications, etc. It will be better. Good reference letters are very much required. Some students with a low percentage also get accepted when their documents and profiles are very strong like SOP, reference letters, extracurriculars, awards and achievements, etc.

Hi Vasundara, now this is something you have to decide basis your own interest and aptitude. VLSI, Communication systems, Power and energy systems, Nanotechnology etc. Are just some of the very popular specializations? There could be more, universities have their customized curriculum. You have to check the websites and relate what's to your interest. Scholarships are on merit, I doubt with the current CGPA if you will be eligible for one. Work harder on your academics, prepare for the GRE very strong projects and internships, LOR etc. will also be required.
