It is really tough to directly comment any institute best or not or answer which is the best institute in a city or country , especially for domains like animation and VFX or gaming / web designing where many institutes offer many types of courses for different duration for the almost all the same pipeline .
We need to see the content of the course , duration, cost , infra, earlier students outputs and skill developed , in-time course completion record , certification process & delivery of certificate in time etc.

Diploma in Engineering in electrical branch. Well, it could be a career option in the Limited sense that you want to start working initially and then build up your career. In a government job, Diploma will not get you much ahead since minimum graduation would be needed to go far. If you are starting on your own either as Electrical consultant or as an entrepreneur then this initial training is it good enough for subsequent progress in life but if you are thinking about a job then perhaps it would be better if you think of doing graduation.
