Hello Jatin Kumar, fir this you need to take admission in aeronautical engineering branch in a good college and pass out with good grasp and knowledge of the subject. Civil engineering and architecture are different fields that cannot be compared as such. Architecture is more of creativity and civil is the application part of that creativity, so I think which one is better depends on your interest and caliber and should be chosen accordingly.
Though in terms of scope in government sector I would prefer civil engineering over architecture in the current scenario.
