Both exams can be considered equally easy or difficult, but what can be considered while choosing between IELTS or TOEFL is if you are planning on doing your Masters in UK or around Europe IELTS is a better option as it is more preferred exam in Europe as in the case of TOEFL. Typically, scholarships are awarded by the universities and you need not take any exam for this. All applicants by default are considered for scholarships and these are given on the basis of merit. Higher the grades better are the chances of scholarships and admissions. Since you are will be pursuing Bachelors you must take the TOEFL and SAT, note SAT is taken to study in US. So, if its another country you have to re-check the requirements.

Take the IELTS though TOEFL is also accepted, but in Europe, IELTS is preferred, also accepted in Canada.

Yes, you can give IELTS only. Almost all the universities in Germany ask for IELTS. It is European based and TOEFL is American based.

In America, TOEFL is a good exam. The USA has its own criteria for selecting the student. Some countries take students without GRE, but in America many colleges prefer GRE, so if you really want to study in the USA, go through TOEFL and as for scholarship, I will suggest you to focus on the admission now.
