To do MS in Germany you need IELTS over 6.5 band and minimum 6 band in all four components. If you have academic minimum 60 % you are eligible to get admission. You also need German language A1 certificate. If you have 80 % and above in your academics you can get free education.

Both the exams are suitable for doing MS abroad, TOEFL is basically an English exam which requires very little practice and can be cleared easily. GRE requires a good amount of practice and there are different sections that you need to clear.
