Hi Pratiksha,
If your English is not strong plus if you are planning to study abroad I will strongly advice you to improve your English communication skills. How will you converse with students and how will you sustain the English speaking environment if you are not well-versed with the language of communication. Nevertheless you will need an all-rounded good performance in your test to pass the TOEFL decently.

If you want to pursue MS or Ph.D then you have to prepare for GRE or if you want to go for management studies, you need to prepare for GMAT. IELTS and TOEFL are English language proficiency tests, so prepare either for IELTS or TOEFL. Every university have different admission criteria and cut off score. You have to first decide your preferred study abroad destination, what course you want to do there, which are the top universities for that course and then check there official websites for admission and score criteria.

Be it not for the exams, every second applicant would have been admitted which will lead to poor quality education. Imagine a class of around 10,000 students. Selection criteria and shortlisting is important to maintain education standards which in turn will lead to better career outcomes of the students. It also builds the credibility of the university in the market (that they admit good students and produce brilliance).
