This is a common mistake made my many students across the country. You need to contact the issuer via email about your problem and attach your documents (registration number, incorrect name as shown on Admit Card, Correct name with identity card) as they do not allow online correction. If the exam is too near for correction, just see the examination centre superintendent with your Identity Card and Admit Card and explain your problem. They would let you take the exam and proceed with the correction of your name on the certificate.

Yes, a student from Karnataka can apply for Andhra Pradesh EAMCET (Engineering, Agriculture, and Pharmacy Common Entrance Test), but they will be considered a "non-local" candidate. This means they won't be eligible for seats under the Andhra Pradesh state quota.
