Every college is having a quota for OBC category and for a sportsperson. They also offer good fee concession (some have 100% tuition fee waiver off). You have to check the college website for this as every college has different provisions.

You seem to have an interest in standup comedy and acting. I would suggest you take up a course in acting and theatre after 12th so that you learn some basics of acting and theatrical performances - which going to help you in future. Also, while doing this course you will meet different people and theatre groups who will be beneficial in shaping up your career. Develop new contacts and make your PR strong. This is going to help you in getting work and shows.
