Hi Meet,
IELTS or TOEFL are required by every country. However, it's the university which may waive it off if you have a very good profile. You must check university websites in any country of our choice. Taking IELTS or TOEFL is however recommended because after studies job prospects also become less if you don't have English proficiency proof.
