If Flight Dispatchers / Operation Officers are used by an operator for briefing of plots and finalization of flight planning, they should be fully trained and approved as per the requirements of CAR.
Duties of Dispatcher:
A Flight Dispatchers serves as a coordinator and a center for the collection of all available information on which plans and decisions are made for the most efficient operational control of the company's aircraft with utmost safety.
For instance, he gathers information
(1) Flight Plans
(2) Navigation Card
(3) Take-off Computation Card
(4) NOT AMS
(5) Meteorologic

To become a commercial pilot:
* You need to first possess a Student Pilot License. You must be over 17 years of age and have completed 12th in science (physics and mathematics) with 50%.
* Your vision in one eye must be perfect. In general medical terminology, it is called 6/6 eyesight. In the other eye, you could have an imperfection of 6/9, which must be correctable to 6/6.
General physical fitness is mandatory, you must be free of any disease that can hamper normal function.
* You need to register at a flying club which is recognized by Directorate General of Civil Aviation (DGCA), Government of India.
* Next is Private Pilot License

Number of aspirants are enquiring about MBA in aviation management, but originally its score is very narrow, but good one if you are able to secure a job in that industry. My advice is that better to go for MBA than aviation. Career with aviation starts with marketing ticketing, operations like ground operations, etc.
