Total fee of First year is 45000 rs. It include ur tuition fee, 1000rs. of security, PDP, Book Bank, Moot Court Charges all.
For the 2,3,4 and 5 th year fee will be 44000 rs. every year.

I would suggest to continue with b.a at bhu for two reasons. one is the course will give you chances to pursue many other options in master's and its different from commerce. Secondly, you can do management course as PG with this as well. If there is any specific purpose of doing b.com, its upto u.

In my opinion, you should complete your B. Tech. IAS is very hard to reach. So, in case, if you can't get IAS, then your B. Tech degree will help you. Be practical. Best of luck for future !

Do your PG in Economics as its very good career option. Economics graduates have various professions open to them. . they can work in various sectors like Business, Education, Government & Consultancy fields.
