Hello, for UPSC preparation you need a Bachelor's degree in any stream. Both subjects are good every subject has its advantage if you pursuing English Hons it helps you in English optional and essay part and if you pursuing history Hons it's overlap with gs part and history optional so it's depends on your interest and how you study your subjects smartly with covering your both syllabus of UPSC and graduation. According to professors and civil servants, graduation will be your first priority because it gives a strong base for your UPSC preparation.

Yes, It is worth doing, You will get better opportunities then other subject, as compared its scope is more better and you will get job more quick. Like even you can do tuition for classes 11 & 12 if you go for PG in economics will be better you will get more job opportunities, and you must process interest in analyzing and logical reasoning and math till 12 class as these are the basic further economics is very interesting to study.
