The B.Arch specification I am afraid do not meet your specifications. The B.Arch eligibility is :Pass with 60% aggregate marks in 10+2 with English and also 60% marks in Physics, Chemistry and Mathematics or Pass with 60% in Diploma (any stream) (3 years) recognised by Central/ State government. (with Mathematics) or equivalent, subject to qualifying marks in NATA 2020 or JEE Main (Paper II) (80 percentile or above) or qualifying marks in any specially designed aptitude test in Architecture conducted by the competent authority of the Central/ State Governments (as/ if allowed by statutory body for 2020-21). Eligibility for IAS is passed graduation in any discipline from a recognised university, there's no minimum aggregate required in this case, you need to be 21 years old and you can apply even in the final year. Now, coming to your question UPSC is more humanities oriented and people from humanities background have an added advantage they're already well acquainted with the subjects included in the syllabus, for Science and other streams they do not study humanities subject at 10+2 and graduation level. Yes, every university and college have provided the option of branch change, for the students after passing first year, so that if any doubt still prevails in the mind of a student after taking admission in first year, he/she can then change his/her respective branch in second year.
