Yes, you can opt for an MCA from SPPU after completion of B.Com. Eligibility criteria are that any graduate of B.Com is eligible; however, he should have studied Mathematics at 10+2 or during his graduation. You need to qualify for the entrance exam MAH MCA CET, which tests your aptitude in relevant subjects. General candidates need a minimum of 50% scores in graduation whereas 45% may suffice in reserved categories; admission guidelines are available on the official website of SPPU.

If you're residing in another state and need to apply for a Consolidated Mark Statement at the Institute of Distance Education (IDE), University of Madras, you can do so online. The requirement is filling the application at the IDE website and making payment of Rs. 1500 via an online payment gateway (debit/credit cards or net banking) or offline through a challan at Indian Bank.

There is no requirement to visit the office to submit the application form. The application can be all done online.

To apply for DSSSB TGT Social Science posts, generally, one must have a degree in either History, Geography, or Political Science. Since you have B.Com, MBA, and B.Ed, but in Math and Commerce, it seems that you are not fulfilling the subject-specific criteria for the Social Science posts.
