The Seat allotment in the UPO BEd JEE exam after counselling process is based on candidate's rank, colleges preferences, and seats availability. Candidates with higher ranks are given preference in seat allocation. Once a seat is allotted, candidates must confirm their acceptance by paying the admission fee. Failure to do so within the stipulated time will result in forfeiture of the allotted seat.

Yes you can take the admission for bachelor of education from the army and follow the some conditions.
Firstly permission by the army officer to taking studies with in the millitary while on service.and distance learning you are army officer so you can't regular go to the college for full time course.
And you already completed to your bsc in agriculture to qualify for B,ED course

Sarvodaya College of Education had not revealed information regarding thier hostel policy. So therefore, there is no information available related to the hostel fees at this institute. The only option you have to get knowlwdge regarding this is contacting the instiute. Although, the per year average hostel fees lies something near 60-80k in India.
