According to me, yes, you can totally get admission in RAIT with 75.24% in Diploma.
However, I am not aware of the exact cut-off. For confirmation, check with your friends if there are any in the college or you can contact the college office to be sure.

Yes, you are eligible for lateral entry in many colleges in Bangalore. It doesn't depend whether you are from Assam or Karnataka. You should have proper education which is required for lateral entry.
