Yes, college will be different. New teachers, friends, methods of learning, books and various project work are the main attraction. Necessary attendance criteria, assignments and hostel life are another attractions. Hence, establishing the balance between the all activities is the main task.

According to my knowledge, you will get admission on the basis of JEE Mains score. There is no good university provide admission on the basis of class 12th. Good luck.

The only difference that matters is this:
"The B.Tech course is somewhat more practically intensive than the BE course which is more theoretical"
The difference (which is quite minor) between the two degrees can be understood from their names itself, Engineering vs. Technology.

Do not worry. I can understand your concern and angst. Most optimum is getting admission in a government college. Fees are reasonable and faculty is also good. But you will have to study hard to get a better rank in UPSEE. These days direct entry is only in Tamil Nadu and with some deemed to be universities or management quota seats. Best wishes to you.

Mostly all colleges follow the B.Tech syllabus recommended and implemented by AICTE, but for more information regarding the exact syllabus, you should go and check the syllabus on actual college or university website.
