Without a doubt, HBTU. Both are state government owned institutes which have been converted to universities and are the oldest ones in UP. But the biggest problem with MMMUT is that it is located in Gorakhpur which is not much developed city in comparison to Kanpur. Kanpur offers you better lifestyle and opportunities. Also placements are much better in hbtu than mmmut in every branch. A lot more companies visit hbtu than mmmut. Yes. It is possible. If it was a deemed university or an autonomous college, it is clear. Else, in case of having an affiliation, both the colleges must be under same university affiliation.
You must avail a TC from your current college to join the other. You may need to compensate your current college mostly happens if you belong to any of the deemed universities.
but for that you need to have very good first year pointer(above 9 preferably) without any backlogs. Then, you need to contact your college exam section to know further procedures.
Hope this helps you.
Be free to share any problem you have.
Good luck. :)

If you are eligible for admission into B.Tech then you definitely should take admission into B.Tech without giving it a second thought. If you are not eligible for admission into B.Tech then you can go for BCA.
