First you need to check university's website. In India we have 12 years of studying experience but in Germany they ask for 13 years' experience. Now you have three options:
1. Pass JEE Mains and Advance
2. Spend 1 year in a college in India
3. Go for Studienkolleg in Technical University of Berlin
You need to prove your knowledge of German by passing Testdaf exam with good points. If you have fulfilled the criteria then apply via university assist.

No, three years' Diploma in Civil Engineering is not equivalent to graduation. Graduation is the next higher level of education that you can pursue after completion of your Diploma course. Candidates who have completed three years Diploma in engineering course can get direct admission in second year of BE/B.Tech graduation course. So, to obtain graduation degree, you must have to pursue your higher studies after completion of your Diploma course.

Hi,
Transfer certificate and migration certificate are very much important in order to secure a hassle free admission in a course. Also, it will be a barrier if you pursue a course from some other college or university.
