You say you have completed B Tech studies but have backlogs. This means you have not cleared. I would strongly advise you to take extra efforts, take tutions but convert this obstacle into an opportunity to score good marks in these backlog papers to eventually get good grading for your B Tech. You can then go abroad for MS rather than for undergraduate studies.

If you are applying to a German university whose language of instruction is German then, of course, you have to know German language, a majority of the universities offer UG programs in German. Also, IELTS is compulsory.

Almost all states have CET for admission to Engineering colleges. I think your wish to join without any exam could perhaps be fulfilled if you take admission via management quota.
