After MCA, you can easily get a starting salary (medium IT company) of 25K to 35K.

No. I am really sorry to tell you that you cannot apply for a Bachelor degree after failing in class 12th. You can take admission in Diploma programs based on your 10th mark-sheets but I will advice you to reappear in class 12th to have a safe and secure future.
