There are no good colleges to pursue advertising at Bachelor's level. You can pursue a degree course in either mass communication or management, and then go for a post-graduation course in advertising and marketing.

Hi,
No, with this score you can't get a English proficiency waiver, as per the guidelines of the universities you should have at least 700 in CR part, so that you can show the university that you don't require TOEFL/IELTS. UIC is a good university, even I had applied to it and didn't receive an English proficiency waiver, so what I will recommend is give TOEFL to be on the safer side and if you want a smooth admission process.
