Dear Kishan,
It's typical to change college in the 3rd-year. You can easily change it upto the 1st-year. If you have more genuine reasons, then you can go for that. You will have to write application to the state university and your college. If both colleges agree then it may be possible but the chances is low.

No Indian university offers course such as Masters in software engineering. Lots of universities offer M.Tech in software engineering degree course. You will be eligible to undergo M.Tech in software engineering after doing B.Tech in IT or MCA or M.Sc IT.

Dear manmohan,
A diploma is what you get out of high school. It is also a certificate of some form of completion/graduation.
A degree means you have been educated at a college or university in some specific field and you are now well educated in that area that is, a college degree in biology or something.
A degree is better. You can get higher ranges of degree, associate, Bachelor, Masters and doctorate. That is the ranking of degrees.

Yes, you can apply for this programme because most of the universities offer the same for all the stream but if you are not from commerce stream then you need to work hard to understand all concepts of accounts and economics.
