Hi Steve,
There is no BCA in Canada, the degree is available or awarded only by Indian universities. You will find B.Sc Computer Science, B.Sc Computer Information Systems etc. Mathematics is compulsory if you want to pursue computer studies. For details you may check here:

Suggesting a university name is difficult but in this budget you can check universities in countries like Poland, Ireland, Norway, Finland, Belgium, Malaysia etc. Check this list, I am sure you will find good options:

For this particular programme, most of the Universities require Mathematics subjects in class 12th whether it's from Commerce or Science.
But you need to check the particular university eligibility and admission process.
