Most universities in USA want minimum 16 years of education. So, possibly, a 4 year bachelor degree. However, very few universities would be there which might consider 15 years of education. For this, it is strongly recommended to do networking along with the graduation. Seek advice regarding the same before filling out the application.

For this, you need to contact to MDU examination department. Every university have set some rules to obtained the duplicate degree. So, approach them and fulfil the requirement.
