You can continue your B.Tech in Jammu and Kashmir (Jammu & Kashmir). For that you have to take a leaving certificate from Chandigarh then you will get admission in B.Tech in Jammu & Kashmir.

UPES is a good college to pursue BCA. You can go for the same college. There are many other colleges in Dehradun like:
Doon Business School
UIT
Dolphin Institute
ICFAI
You can compare them but you'll end up choosing UPES or DBS.

You should do B.Tech in computer science or information technology branch. B.Tech is far better than BCA.

No, they don't teach us to photoshop in BCA but the creative team conducts many workshops throughout the year in which potential interested students can learn the art of designing and editing, plus many members of the group are there to help you out.

Yes, there are placements in COER for BCA but not that good.
In terms of academics, it's quite good and teachers are highly qualified and knowledgeable.
