The best country for biomedical engineering is perhaps USA followed by UK. In these two countries, amazing research and work is going on in the front line projects.

It certainly depends on your area of interest.
If you want to go into research and pursue a PhD degree, definitely opt for a Biomedical degree. However, if you are not at all interested in research, Biomedical is not an ideal option since it requires a lot of hard work.
The colleges offering Masters or PhD are way lesser in number in India.
