Yes, you will definitely get BIT-Mesra with 128 marks.
Also, your class 12th percentage is more than 75%, so no issues at all.
Just wait for the JoSAA counseling 2017.

As per your marks, you cannot get admitted to the institutions you mentioned. But, as per previous year trends, you cannot get admitted into IIEST or BIT, Mesra.

It is very difficult to compare these two colleges. I think fee may be deciding factor. BIT Mesra has slightly high fee than pursue Rourkela. Campus of pursue Rourkela is larger than BIT Mesra. Placement wise BIT will win the battle. But these days BIT is facing placement problems but you will be placed for sure. Coming to brand name, I will rate both the colleges equally. Another factor may be distance from your home city.

You will hardly get good colleges/top ten colleges through MAT, as those colleges are participating in September/December MAT. Your score is good, but not up to the mark to get a top tier I colleges like SIMSREE Mumbai, Pumba Pune, XIME Banglore, BIMTECH, Noida, NIBM, Pune, IFMR, Great lake, Chennai, Christ Banglore.
However, you can try XIME Kochi, IPE Hyderabad (Banking finance), IIRM Hyderabad (Rusk management, Business analytics) etc.
Best option is try for September/December MAT to get a top tier I college, which can give you a secured and sustainable job not just a degree and 100% placement.

At 90,000, it is very much difficult to get BIT-Mesra because the closing rank for any straeam in BIT-Mesra is about 40,000, but if you belong to the reserved category then you may have a chance to get a seat in BIT-Mesra.
