You must have obtained atleast 45% marks in class 12 ( 40% for candidates of reserved category). You must have a valid score in JEE mains.
The expected cutoff is around 80 - 85 percentile in CAT.

Yes, it is possible in most of colleges. Generally, the allocation of seats to change to any particular branch is done on basis of a merit list on the score of your first-year performance. You can ask to the college directly. They will tell you more clearly.
