Yes it is absolutely legal. Management quota is a government authorised mechanism provided to private or deemed University by which students can secure Direct Admission in Institute. 85% of the seats are filled by the management of that institute. The fees of a management quota student is 3-4 times the normal fees.

Indian students are eligible to apply in University of California if they meet one of the following eligibility criteria:
Students must complete a 4-year undergraduate degree with first class in a relevant field from a recognised institution
or, students completed a master's degree with first-class in a relevant field from a recognised institution. Along with the minimum eligibility requirements, international students hailing from non-English speaking countries need to prove English proficiency through IELTS/TOEFL/any equivalent test to get admission to this programme.

Yes. Currently if you have a degree in mathematics, Statistics or economics is considered to be a boon. The current requirement for big data analytics, data analytics, business analyst and many more jobs on these lines require candidates to have a good knowledge in the above mentioned subjects. I think you can go ahead with what you have planned. If you are good at your subject then companies would absorb you with a good salary. Hope I have answered your query.
