You can clear those arrears and can join MBA in an Institute. If you do some other degree, it is like starting you whole thing from first. So, it is better to get rid of those two arrears and get your BE completion certificate.

If you are planning to do MBA abroad, then you have to prepare for GMAT. For GMAT, you have to clear the basics of English and mathematics upto class 10th. After that this a good coaching is required.

You can do certain courses in Finance, since you have a B.Com background. Depending on your interest, you can choose various courses that will help you in MBA. Try to do certain short term internships as well. Try Udemy, Coursera. NISM certificated are really valuable for B.Com grads and you can also check nptel. Com.
