Applicants must possess a Bachelor's degree in Computer Science, or a related field with a GPA of 3.0 or better. A promising applicant with a GPA below 3.0 may be admitted as a special action student. This is stated on their website so just check the department site for details. Here is the URL

A GPA 3.0 indicates 80% and above marks, but you should get it clarified with the university.

Take the SAT or ACT to study B.Tech in USA. Since every university has different admission requirements, you have to visit the university websites for specific admission details, they also have their deadlines. You must also take the TOEFL. Also, you must apply via the common app portal so check that website as well.
