Chances are high since there is no relevancy whatsoever to your prior education. Try in other countries like Australia or NZ.

67% is low for Canadian universities especially if you are looking for MS. Some universities do consider but it's going to be very competitive. You may to do some more searching on the university requirements, visit university's websites for entry requirements. Alternatively you can apply for PG Diploma courses.

Majority of the universities do not accept 3-year Bachelor's degree from India, but you have to check with the colleges, for exceptional profile they might accept. You should also check in countries that will accept 3-year's degree like Australia, NZ, Singapore, France, Germany, etc.

Yes, the three options you gave are good ones. Ireland is something you should consider. Also, if you apply to UK just remember that one year MS degrees are not accepted in India easily.

Looks difficult since mathematics will be required by majority of them. You can check with the colleges directly and see if any pre-requisite course can be done. You must be pro-active and must rigorously email them. Keep options open and check in Australia, New Zealand, etc. too.

There are many, depends in which field you want to work in. You cannot just choose a course randomly without knowing your own interests, ask yourself what you want firstly. You should also keep checking leading job portals and check if they related job offers to have an idea.

There is absolutely no reason why an arts student cannot study in Canada. You must have the admission requirements of the particular course you want to study and also universities have their own admission policies. So decide and plan what to study, it has to be relevant to your prior education.

This is something you will know best. Firstly you have to check the subjects of your interest and also when you put a query please use full forms. What do you mean by NM? I assume its non-medical, if yes, there can be many subjects in non-medical. Figure out the subjects of your interest, remember when you apply to Canada your desired program must be relevant to your prior education. Check the college specific entry requirements and apply accordingly.
