Scholarships are basically on merit if you have a very good profile with regards to the university you are applying to you can avail one. Before applying always, check the university admission page properly for all related information.

It's nice to know your dreams of studying abroad. Diploma is skill imparting course. If your state has declared, then it could be deemed to be equivalent to 12th. So based on this, you can presently seek admission only in any undergraduation course.

Diploma courses in India are basically skill imparting courses and the have very less academic importance. Some states have given them equivalence of 12th. So when you dream of going to Canada, you should be seeking admission in an undergraduate course. There are almost limitless combinations that you can choose from.

The concept of placement does not apply to foreign universities. They have a very good career assistance cell and will help you network with the industry. If you have graduated from a top-ranked business school, you will have better access to the industry which means chances of getting a job is higher. But ultimately, it's your skills which will matter at the end. So you can check the top-ranked business schools like the University of Melbourne, University of British Columbia, Australian National University, University of Toronto, etc. But, remember you will need a minimum of 2 years of work experience to be eligible.

Please first check the entry requirements, many post-secondary certificates are below Bachelor's degree. In that case, chances of admission or even visa are low. You can check your concerned college website for details. Visa is not a guarantee if you are applying to a course for which you are overqualified. Otherwise, it will also depend on your overall application package.
