Based on the information you have given and based on what you want to study which is not related to BE, visa rejection chances are high. You should apply for TAFE institutes in Australia and vocational institutes in New Zealand but not Canada.

You can check University of Saskatchewan, University of Windsor, University of Manitoba, Concordia University, also 2-3 more competitive ones such as University of Alberta and McGill etc in Canada. MS admissions in Canada are very competitive and you must have a strong research oriented profile. Check University College Dublin, University College Cork and Waterford Institute of Technology in Ireland. You can refer to this link for more options and the fees etc

All these countries you mentioned allows international students to work part-time while studying. It's not the university which makes this decision but the government.

Visa depends on how you demonstrate your interests towards your studies and why Canada. Firstly you must receive an admit from a university, so decide what to study and see if you meet entry requirements. You can check colleges under SPP. But, take your IELTS too. An overall band of 6.5 with no part less than 6 is required.

Firstly you must justify the gap, what kind of gap period was it? Were you working? Secondly, you must plan what to study and check for the admission requirements. Take your IELTS. You must also have more than 55% to be eligible to study.
