As I am a Diploma in EEE student, I would suggest, you should opt for a Diploma course. Even the fee structure is less and if you do engineering it adds a greater value of your certification.
If you have better communication skills, you will get placed in a good MNC after the completion of your couse, but it is up to your skills.
Coming to the government jobs if you choose ECE then you can apply for BSNL (junior engineer) post after your Diploma which has intake every year. SSC (staff selection commission) will every year announce the open positions for the post of junior engineer. The announcement is made in the month of O

If you have done Bachelors or Masters in clinical psychology through distance then you have to pursue M.Phil in clinical psychology in regular mode only. Through that only you would get RCI license to pursue your dreams . Even for M.phil, many good universities do consider Master's degree in psychology through regular mode only.
If you can manage this then go for Master of Clinical Psychology in regular mode only and get right skills and knowledge for your future target areas.

The best options in front of you after a B.Com (honors) are:
1. MBA finance from a reputed B-School which has 100% campus recruitment. You need to appear for CAT or similar exams for that. It's of no use to waste 10 to 20 lakhs INR in an ordinary MBA college as they are abundant in the country nowadays. Most students passing out from ordinary MBA colleges are either remaining unemployed or working for 5 to 10k salaried jobs. So if it is an MBA, it must be from an IIM or similar ranked B-school.
