A Diploma holder may expect entry level jobs. I will advice you to check job portals relevant to jobs in Canada and check various profiles related to computer system technician. Bachelor degree in any of the above mentioned subjects you are passionate about could be the best possible choice. You may opt for civil services examinations after graduation. Library Science, Social Work, Mass Communication and Journalism, LLB, B.Ed, BBA are other options.
