Anyone can appear for UPSC irrespective of what they did in graduation. If you are 21 years old and have a graduate degree, you can go and write UPSC.

Vision IAS is a good option but a better option available for you apart from this is Vajiram and Ravi.
But, where-ever you go, the institute and your teachers will only guide you and it will be you only who must work hard and get selected

The age limit for all candidates irrespective of their gender is
21-32 years.
You can appear for UPSC if you come under this age limit.
But as you are from general category, you will have only 4 attempts to give UPSC.

As per 216 cut-off:
An OBC candidate will require a minimum:
106 marks in Prelims.
630 marks in Mains.
834 marks in CSE final.

If you did not have PCM subjects in 10+2 stage, you are not eligible to obtain CPL in India as you will not meet DGCA minimum eligibility criteria of educational qualifications.
