Yes, you are eligible for admission. There are some institutions that do not consider NIOS certificate but most of the colleges or universities accept it.

Yes, you can get admission in BIMHRD. But under Sri Balaji Society there are total 4 colleges, out of which BIMM has higher rank when compared with BIMHRD. I'm currently studying in BIMM Executive (marketing).

Yes, you are eligible to apply in Sri Balaji. There are 4 colleges under Sri Balaji Society out of which BIMM is of higher rank them BIMHRD.

Before judging self, You have to fight first. Before arriving to any conclusion please be participate in JEE Main April-2019 exam. I hope everything will be fine for you. Further top Central government. Colleges like IITs, NITs and state government colleges requires high marks and ranks in JEE exam. So in my opinion if you are financially sound than go for some private institutions like LPU, Amity, SRM, MIT and Chandigarh University,etc.

63 is too low and I think you should give one more attempt and try to get around 85 percentile as college you would get now are not worth spending money on.

If you had good board score, you can choose Sastra University it's an good institutions to pursue education. If you not have enough score then you can choose Veltech Hindustan Bharath Savitha.
